Victory in PA—Landmark Puppy Mill Reform Bill Passes!
Trying to shed its reputation as “The Puppy Mill Capital of the East,” the Pennsylvania Legislature on Wednesday night passed HB 2525, a bill that will improve the lives of tens of thousands of dogs living in Pennsylvania’s puppy mills.

Introduced in May, HB 2525 doubles the cage space required for dogs in Pennsylvania’s commercial breeding facilities, prohibits wire flooring and the stacking of cages, mandates exercise and twice-yearly veterinary exams for all dogs, and requires that animals be humanely euthanized by licensed veterinarians.

The ASPCA has been working with the Governor’s Office and the Pennsylvania Department of Agriculture for over three years to increase enforcement and standards of care for dogs in the state’s commercial kennels. We lobbied for passage of HB 2525 by activating the Pennsylvania members of the ASPCA Advocacy Brigade and by spending much of the past several months in Harrisburg, the state capital, promoting the bill to legislators. Governor Ed Rendell signed HB 2525 into law the day after it was passed.

Strutting 'hot dogs' were cool cats at fundraiser

Sometimes it ain't easy being a dog - there's the sleeping all day, then the lounging, then eating and sleeping again.

But for some lucky dachshunds, pampering and socializing were on their schedule Sunday.

Over 40 dachshunds or dachshund-mix pooches came out with their owners to enjoy "Weenies in Waikiki," a fundraiser for Nebraska Dachshund Rescue, an organization that serves abandoned, abused and homeless dachshunds.

The afternoon event was held at the Bonafide Dog Training Academy on 149th and Grover Streets.

"We want to give them a second chance at life," said Julie Siebler, fundraising and promotions coordinator.

Siebler brought Sissy, one of her five dachshunds.

Talk about the social event of the season. Dachshunds of all shapes and sizes came to enjoy a little limelight.

The dogs took part in a paradise photo shoot with mock martinis and beach lounge chairs. Then they got manis and pedis - though just the trim, no color.

And for entertainment? Pin the tail on the cat. Not a real cat - this wasn't Disney. The dachshunds had to place their own tail on a fabric cat stretched on the floor.

The four-legged friends weren't the only ones being treated.

All owners were welcome to a round of potato chips, cookies and hot dogs - not to be confused with their furry companions nicknamed "hot dogs" because of their long body and short legs - as part of the $5-per-dog entrance fee.

A raffle table included a doggie-shaped water bowl and a home-made sleeping cushion shaped like a hot dog bun - with ketchup and mustard on each side. (The dachshund sleeps in the middle.)

Proud dog owners had a chance to strut their stuff with their pets in a flashy costume contest. Owners dressed their dachshunds in everything from bathing suits and sun hats to sunglasses and skirts.

Like-owner-like-dog was the inspiration behind one lady and her tiny pooch, who both came adorned in matching orange Hawaiian attire, complete with leis and flowery flip-flops.

But the winner, 6-year-old Lilly, took home the grand prize with her specially made pineapple costume. With a tiny bush of green petals bouncing on top of her head along with her full-body, tan-colored suit, she may have easily been mistaken as a coconut tree instead of a fruit.

Lilly didn't seem to mind, however, as she posed for photos next to her first-place ribbon.

Lilly didn't comment, but her owner did.

"I think this event is lots of fun," said Holly Evans. "It's really good exposure for the organization as well."
